Time-waster?

Hi all,
I am after some advise, a bidder cheshiredelight2012 has placed a couple of bids on 2 of my items and is currently the winning bidder on them both. Checked Goofbay and he has won other options recently but still has 0 feedback. This brings the question - is he likely to be a time-waster?
I have sent a message to one of the sellers that the bidder won an auction with to see if he is a non-payer and awaiting feedback. I have blocked him for now and wondering whether you guys would advise me cancelling his bids if the other seller doesn't respond?
Finally, I know if I had set my buyer requirements properly then this may have been prevented. I seems to think that if I set 2 requirements (eg, selling to UK only and don't allow anyone with NPB strikes to bid) if a bidder does not meet both (ie live outside UK and has NPB strikes), they will still be able to bid. Is this true?

I suppose it depends when these other auctions ended - might not have had time to receive feedback.
I had a zero feedback buyer win one of my auctions last night. They joined eBay on 14th July. They were actually the first to pay.0 -
Some sellers don't leave feedback for buyers, others leave it in batches.
They might not have received items quite yet.
Feedback is essentially irrelevant for buyers. Very few other online outlets have it, and very, very few people take it seriously offline. The only time references really matter for buyers is in business-to-business selling when deciding whether to ask for cash on the nail or to allow them e.g. 30-day credit on stock orders. Consumers? Just think about the last time you went into a shop offline. Did you ask the cashier to sign a little bit of paper saying you weren't a shoplifter?
Think about it for a moment - we all go around with 0 FB off-eBay, so why does it matter on eBay?
Quite apart from that, if they pay, you have to send. If they don't pay you can get your fees back using the NPB system. If they ask to cancel you can opt for a mutual cancellation.
