    Afraid you are not going to like this answer!
    I think Sky will say you made the call so you must pay for it and I do not think you can dispute it. You can try pleading with them but that is all.
    An expensive lesson for your son.

    I think CFL is just the company that supply the number to the 'enquiry service'.

    It's a rip-off to use these 09 numbers for this but unfortunately is not illegal.

    I believe service providers that supply services on these numbers have to automatically end the call after 20 min (or £30) to avoid people running up unintentionally high bills.

    PhonepayPlus regulate this so you should contact them and put a complaint in. With luck they will help you get some money back.

    best of luck

    ps what was the number he rang and was it a single call?

    I think the first thing you need to do is put Premium Rate Call Barring on your line to prevent any reoccurrence. As to the charges already billed, afraid they are correct and will require payment.

    how on earth do you know that from the information in the first post.
    These calls are for premium rate services and that are regulated by PhonepayPlus.

    you first have to know the answer to these questions before you can say they are liable.

    @Kazzaf

    Where was the number advertised. Did it clearly show that the call would cost £1.50 per minute ?

    Was the call longer than 20 minutes - if so should the service provider have disconnected it ?

    what was the number?
