Car Hire at Manchester Airport

Car Hire at Manchester Airport I have rented a car through Budget and the T&Cs require:
Quote:
Two additional forms of ID to confirm home address are required. One must be the credit card or bank statement for the credit card or debit card being presented for deposit and additional charges. The other should be a formal document (eg. utilities bill, council tax bill etc). Both must be dated within 8 weeks of date of hire.
A pain in the !!!! and more pointless bureaucracy which inconveniences the honest person and does little to discourage those who are not. I doubt the car hire staff will be able to verify those documents and anyone with a decent scanner and printer could easily forge them. I would have thought a driving license and passport were adequate.
I understand this is common practice? You guys may already know this, but I have never been asked to provide this before. It would have been a problem if I had not read the T&C before I flew.
Just a heads up, which I hope may help a.n.others
