Paypal Fees Amount Incorrect??

Sold a mobile phone on eBay today, wnet for £119 total with P&P
It got paid and them I noticed the fees seemed incorrect????
I always thought paypal fees were 3.4% of total + 20p for each transaction.
On a £119 transaction I would have expected £4.25 fees
BUT
They have charged me £5.44 fees which would equate to 4.4% + 20p for the transaction.
I know its only £1.19 but if they did this to everyone they would be making even more money than they should
Anyone else had this happen or did paypal change their fees, or am I just being rubbish at my sums

Was the payment from a different country ? There is a cross border fee for international payments on top of the normal fees.0

It could have been...
The buyer has a Polish name and the paypal email address ends .pl
Address is in the Midlands so obviously in the UK
So may be using Polish banking details..
But I thought it would have broken this down in the transaction details
