I don't think that's a restriction on the competition as the rules only state over 18 and only one entry per person. That bit refers to delivery of the newspaper in the general promo blurb about The Times:

Choose to pick up your copy of The Times or The Sunday Times from your local newsagent, have it delivered straight to your door* or download it straight to your iPad or mobile device to read on the daily commute.

Hi, I think that's only if you want the paper delivered to your door. It says:

Choose to pick up your copy of The Times or The Sunday Times from your local newsagent, have it delivered straight to your door* or download it straight to your iPad or mobile device to read on the daily commute.

So I take that to mean it's open to everyone :j
