Can only get one system restore point at a time on Win 7

I know the usefulness of system restore is hotly debated for a Win 7 system running on an ssd but I have enabled it as a precaution and need a bit of help with a problem.
The max usage for the disk is set to about 6 gig but I only ever get one system restore point generated. It appears that the older one is deleted immediately as the new one is created. Now this is supposed to happen when the space taken up by all the sys retore files hits the max usage but this never goes above 300gigs or so and by my reckoning there should be space enough to keep about 20 restore points.
Also before any mentions it - I do check the 'show more restore points' button.
So any ideas what is going on?

I usually get 3 with 1% (18gb), the problem is since vista it uses somthing called the volume shadow service, this is great because it can potentially track changes to all of your files and it sucks because it can potentially changes to all of your files (it uses tons of HDD space)

The more files you change the less space system restore has to play with, unless you want to sacrifice a good deal of hdd space it might be worth doing incremental backups onto a differnt drive instead
