Royal Mail

Am I the only person who cannot understand why Royal Mail have introduced a plastic template to determine the cost of a package. Has anyone ever seen a letterbox the size in which they claim a "normal package" will fit? It seems to me to be "money for old rope" and the bumps the price up from 1.10p to 2.20p!
