Could my damp problem be coming through the wall?

We have a small damp problem at the top of the wall/ceiling in one of our bedrooms. It's an outside wall, and is centred around a disused chimney.

We've had roofers in 4 times to try and solve it. The first roofer came three times and did all the obvious things - repointing, putting an aeration brick in the old chimney, and doing some work around the top of the old chimney to try and make sure it was watertight. When none of this worked, we got in a new roofer to give us a fresh perspective. He said it all looked pretty good and struggled to know what further work to suggest. In the end he did see a couple of potential places where the water could be getting in, and basically covered the whole area in burnt felt (? not quite sure I've got that right...!). We hoped that was the end of it.

Unfortunately the damp hasn't gone away. We're monitoring it with a damp sensor and we're going to wait another month or so to be sure it's still problematic before taking further action... but we're a bit stumped about what to do next.

Is it possible that the damp is coming through from the outside wall? It does seem worse when the rain has been accompanied by a strong wind, and therefore potentially angled so that it hits the wall. Both roofers had a cursory look at the outside wall and said it 'looked fine', but we didn't get either to examine it properly because we were assuming the roof was the problem. Given it's an old chimney, is it possible different bricks might have been used or something? Who would we approach to have a look at it for us - do we need a general builder?
