Not had gas safety certificate for 4 years!

    The engineer pointed out the problems with the boiler and other areas.
    You did not say what the faults were? I can only surmise they were not safety related or the engineer would have condemned the installation.

    The HSE is one of the few government bodies than can does and will act on this kind of thing. Had you reported this to the HSE 4 years ago the HSE would have ensured a GSC was in place within a matter of weeks. They take this very seriously. I have no idea why you would wait so long, and then take completely the wrong course of action.
