Do you pay a fee for each balance you transfer?

Yes. It's normally a percentage(2-3%) of the amount transfered. Some cards have a minimum and/or maximum (Most have no maximum - un capped)..
I.e: BT Fee 2%, minimum £5 maximum £50.0
