alliance isa help

Need someone to give me advice. Currently have a direct isa with £10+ in it.
with Alliance's new 8% deal - they won't allow you to transfer the whole
£10+ into it and have the 8% interest - this is only for up to £3000 for new customers.

so...i want to transfer all the money who will give me good interest for the lump some+put another £3000 into it?

if anyone has any tips then i'd like to know.
Do NSandI allow you to transfer.which would be best to put the cash into?..at the moment my rate is really low...4.6%..so transferring i'll need your advice..

kind regards,
nj
