ppi pre 2005

Hello, I had asked the Capital Credit Union for information on two loans that I had with them in the past. They wrote back to me with no account numbers or anything but saying that one loan did not have ppi but the other one did. However they said that because it was paid off before 2005 it "cannot be claimed back…

Does this mean that we cannot claim back PPI from before 2005? I just got my offer of redress from HSBC and they are only offering to refund PPI from 20/2/05 despite the fact I have had the account since 2001 and have some statements to prove it. The figure they give is accurate for the timescale they are using, but I am sure that they owe me lots more for the period before 2005. Any advice appreciated.
