If its an official BMW dealer then try BMW HQ if you haven't had any success with the dealer. After that its TRading Standards / civil claims/ solicitors I'm afraid.......wish there was a motor trade ombudsman!!!!!!0

If the garage is a member of the RMI you can contact their conciliation and arbitration service for some help.

The short answer is no. Trade bodies and Manufacturers are there to sell things and protect their own members interests, so unless you can be specific, grumble to the garage and BMW HQ.0
