TCP Parking Ticket - Not A Dickie Bird

Hubby rec'ed a parking ticket when he parked in Asda (he didn't purchase a ticket as he thought it was ok after 5pm not to - it's 6pm - plonker). Although he would have been refunded anyhow as he spent more than a fiver in Asda - but that's neither here nor there.
He was in my car at the time and I waited with anticipation for my demands - zilch, nadda, nothing - not a word from them and this was issued on the 15/05/2012.
Now I think this is because I live in NI and the [STRIKE]robbers[/STRIKE] parking company cannot gain access to my details - can somebody confirm if I'm right in thinking this or are they backlogged and just haven't got round to printing me one yet?!?!?
