Seller won't claim the payment - What to do?! Please please help.... x

I won and paid for an ebay item, which sold significantly less than its buy it now, in total I won the item for around £20, and the buy it now was £75. The seller had around 200 feedbacks, so although I was slightly concerned he might not want to sell the item, If worst came to worst I'd be able to at least give him a negative.
The paypal is unclaimed, and is classed as processing its been around 8 days. Since I haven't completed a transaction I can't file an INR, or open any type of ebay/paypal dispute at all.
I've tried messaging the seller and I got a nonsensical reply, which was poorly worded but read along the lines of out of stock, sold out. I assumed he may have thought I was enquiring about the product as another ebayer not the winner, so I've remessaged him several times since, and not had a single reply.
After 30 days I'll get the payment back, but I won't get the item (which is a shame) he'll also get away scot free as such! I've requested his contact info to find his phone number is fake (a training corporation elsewhere) and I'm at loss what to do?

Firstly, just make sure you can't reclaim the payment, it should be possible if it shows as unclaimed.
Then Report seller for everything you can starting with missing or incorrect contact details. Then call ebay, and make sure you keep calling until you get someone who understands your issue. Also try calling paypal as well to get the payment released back to you. I once had to wait 30 days for a payment to bounce back- and believe me a negative wasn't really harsh enough for how much I wanted to hurt that seller.

Sorry I don't think I've been clear enough, but I can get my money back almost instantly, but the seller isn't offering to cancel the transaction he's just doing nothing. I really wanted the item, and I realise there's no way I'm likely to get it. Just really wanted to know how I can get out of this situation and get the seller reprimanded for not following through with the auction - he hasn't even bothered to make an excuse?
I'm assuming he'll be charged paypal fees as he hasn't cancelled the transaction, he seeems to have created the perfect way to get out of things without any issues for when an item sells lower than expected.
Could my payment being unclaimed because the seller only ships to verified addresses though I've used this pp address for years with no problems.
How do I report the seller please?

The seller can't cancel the trasaction without your agreeement so don't worry about that. You remain able to leave feedback regardless.

I've requested a new invoice, but I've not recieved it - (I assumed I'd get a message through ebay notifying me of the new invoice, and I can't seem to find it) How do I check Though im 99.9% sure I dont have one.
I can still leave feedback for an uncompleted transaction?
I just don't understand why the seller would want to stay in complete limbo for so long and get charged ebay fees for an item they haven't sold, still cheaper than a negative to some.
