Oh and do I need to do the motorbike theory test, having already got a full car license (from ~15 years ago)? I'm guessing not?0

Yes you still need the theory test. It is the same as the car one plus a few bike related questions. You still get asked about trams, and told how driving is evil due to CO2.
The standard answer is your car NCB won't help you but it does vary by company. Aviva, for example, don't ask or care if you have had car accidents even, but equally don't let you transfer NCB either way. Direct Line let you use bike NCB on a car.
I know some insurers will give you a discount for having car no claims, if you aren't keeping a car (and are therefore going to use the car NCB on the bike) this might be even easier, all I can suggest is calling around.
I always found thebikeinsurer to be cheap for quotes, don't discount TPFT on a bike it can be a lot cheaper. If you save £500 on the policy, on a bike worth £1k, then you would effectively be taking 1:1 odds that you are going to write it off, less if you have an excess.
Not sure what sort of bike you want, but if none of the commuter style bikes I mentioned appeal, there are others, maybe a Virago 535? It's a crusier style V twin.0
