Roof/valley leaking

Last winter, following heavy rain, we had a lot of water come in to an upstairs flat ( rental property)
2 separate roofers identified the issue as the valley which was past it's useful life and needed to be replaced. This was done but water continues to come in...and heavy down pours last night meant it was particularly bad!
Tenants tell me that the water runs down the internal wall running at right angles to the outside wall, and this would correspond with where the valley is above.
The roofer did mention at one point that the valley COULD be cemented in, but that in his opinion this could lead to damage as it expands/shrinks and then cracks.
I am at my wits end with all of this ( as are the tenants! )
Any suggestions?
