Jobseekers allowance and disability premium- do I have to claim Income Support?

I am very sorry If there was a question like this before, I've used google and search tab and still havent found answers.
Our situation is a little bit complicated- but I will try to explain it as simple as possible.
1. Back in 2010 my partner was made redundand
2. We got JSA in my partners name (claiming as a couple).
3. Since 2010 my condition became quite severe and in may this year I was awarded DLA (low mob. and middle care)
4. In last 2 years my partner applied for 100s of jobs resulting in 4 (four!!!) interviews (inc one over the phone)- unfortunately no luck
5. We found out that he can get a disability premium on his JSA
called benefit enquiry line..and they want us to claim Income Support in my name.
Do we have to do it?
I know that people find JSA and signing on annoying and would gladly come off it but we are just scared that it would just close last possible door for my partner to get job (and yes- we are pretty desperate!) Atm he can at least take part in trainings and part time college for free.
I am after a little advice on how to go about our claims - stay on JSA? Apply for IS? And how about carers allowance? Would my partner be able to claim it for me if I would get IS?
We have been making calls for last few days trying to find out what to do, but every person we speak to seems to pass us on to another adviser (not to mention that they all repeat each other and have no idea what to say to us)
