Opened A Non Payment Dispute, Buyer Paid & Now Need To Cancel Trasaction, Help Please

I sold a pine chest of drawers for collection only and the buyer did not pay or respond to messages. I opened a non payment dispute and the buyer suddenly paid via Paypal but still ignored messages and failed to make arrangements to collect. This evening I received a message stating he lived hundreds of miles away ( proved to be true when I investigated ) and therefore he does not wish to proceed. I have refunded his money and tried to cancel the transaction so I could get my selling fees back but this option does not seem available, is this because I have already reported a problem please? Any ideas would be greatly appreciated. Thank you
