Have Barclays replied to any letters he's sent? Has he *sent* them any letters?
Might be worth writing a stiff letter, requesting up to date information on what's going on with account number 'blah blah' and see what they say in response. You'll have to get your brother to either sign the letter himself, or (and perhaps better) get him to write a letter of authorisation for you to deal with his correspondence, get him to send you that, signed and dated, and then YOU write to the bank, and get all the info to your address.
