NTO (Notice To Owner) time limit

Is there a time limit for serving a Notice To Owner ??

I have received a Notice To Owner for a ticket I never received & know nothing about, nearly
2 months after the alleged ticket was issued.

    It's a London council parking ticket.

    So a generic answer:
    An official fixed penalty notice from a council 6 months
    A parking charge notice (impersonation of authority scam fake issued by private company) as long as they feel like, they are a scam that can be ignored

    Please don't just leave it at that! You'll need help to win this I suspect!

    Post a picture of the NTO in a new thread on pepipoo forums to get help to properly appeal this ticket. You have nothing to lose if it's at NTO stage (even if it goes to adjudication it's the same amount of money if you lose - no costs added). And most people win in the end, who appeal that far and who go on pepipoo.

    Do not just rely on a formal appeal that says no PCN was served. That can be part of your appeal wording but I suspect there will be more you can add. For starters I seem to recall that Haringey PCNs do not have a 'Time of Contravention' cited on them (only an observation period) so it would be good to ask for a copy of the PCN they allege was served, so you can post that on pepipoo as well, along with a link to the GoogleStreetView record of the lines & signs where the car was parked.

    I know what happened, I drove off before he completed ticket.

    So he won't have photo of ticket on car, not sure he's got any photos.

    Photos aren't strictly necessary to enforce a council ticket though.

    A PCN doesn't have to be served by hand either. Although the NtO needs to be a reg 10 rather than a reg 9.
