I don't think he will, sorry.

Even if by splitting every bill 50/50 he will be paying more overall?

I'm just confused that by following the guidelines he would be liable to pay around £694 per month, therfore wiping out the majority of his income (so not much for an IPA left over), but by actually being honest as to where his contributions go he would be spending less leaving more to pay towards and IPA

Ok, so half these bills are
Council tax 60 elec 20 gas 15 water 20 phone 6 TV licence7.50 satellite 25 internet 3 contents insurance 5 = 161.50 (buildings insurance is the responsibility of the property owner so won't include that)
    Plus £200 for groceries most.
Sometimes though the OR doesn't allow for internet or satellite however.

£480 per year water (and sewerage) cost seems awfully high.

Even with our unmetered supply to our 4 bedroomed house, we don't pay anywhere near that amount.

That is what an OR will be looking for. So as I said put his income down and what you contribute to the joint expenses. The OR may ask you for proof of earnings just to make sure you are paying your fair share, which you can obviously show.

Wyeth, depending on what area of the country you live in then water can be very expensive. Ours for a small, end of terrace, 3bed is nearly £60.

Because whilst bankrupt, getting any form of credit is nigh on impossible, and would need the approval of the OR.

    e.g. See term 8.1.f
    http://www.o2.co.uk/termsandconditions/mobile/our-latest-pay-monthly-mobile-agreement

You would not need the approval of the OR before taking out credit.

You can apply for credit, anything for a value over £750 you need to declare your bankruptcy. Whether the credit is approved is a different matter.

Term 8.1.f states that they can terminate the agreement, not that they will.
