Personal Injury Claim

I was recently hit by a car and was wondering if I could get some advice on making a personal injury claim.
I was on a pedestrian crossing with my husband, when a car drove through a red light. The car drove over my foot and I removed the wing mirror with my stomach, and cracked my elbow on the car.
Following a trip to the hospital, I was released with no broken bones (thankfully) but with instructions to stay off my foot. I also got a pair of crutches to go home with.
While in the A&E dept. one of the police officers who attended the scene arrived to advise that due to being no independent witnesses (driver stated her light was green, I stated my light was green) and no CCTV evidence, the police were taking no action, other than giving the driver a warning.
Basically I'd like advice on:
1) Should I make a personal injury claim?
2) How do I make a personal injury claim?
