D8 and D12 are postcode/administrative areas of Dublin.
Dublin 8 includes Dolphin's Barn, Inchicore, Islandbridge, Kilmainham, Merchants Quay, Portobello, South Circular Road, the Phoenix Park and the Liberties, and notable buildings include Christchurch Cathedral and St. Patrick's Cathedral. It is unusual in that it is one of only two postal districts to span the Liffey.
Dublin 12 includes Bluebell, Crumlin, Perrystown, Terenure, Drimnagh, and Walkinstown.
In this case the opposition would know exactly what's being refered to.0 -

In many ways the problem was something that everyone was rightfully complaining about. The government who had paid for the water supply in the past had failed spectacularly to pay enough to maintain the service, a bit like British Rail in the years until privatisation then flooded them with tax payer subsidies afterwards. Even billing people this way is a regressive tax that impacts then poor most of all. So expect a rise of populist parties there sooner or later. This method is prime to set up for selling off to some foreign company who will bleed the citizens fry with higher charges and offshore all the profits. It's really easy to default to cynicism these days, since you are almost always certain to be right.0 -
Thanks for explaining, Frugalsod and nuatha :T0
