Your employers are wrong. That's not legal. They are mistaken and would be breaking employment law I think - have you got a Union rep? HR Dept?
A fake PCN is not a parking ticket.
The only person whose business it is, is the driver at the present time = you, and you MUST ignore it exceot for ONE letter to hook them in your direction. It's not the company's liability, there are no repercussions, in fact it is NOTHING to do with the lease company nor employer - they should bin such speculative invoices. Would they make you pay some money to Nigeria by Western Union, of you were receiving phishing emails on your works email addy? NO! So why fall for this scam when it's the same only by letter, you are receiving scam demands but via their address!
This is YOUR speculative invoice, no-one can TELL you to pay a scam.

Then contact your Manager and the Lease Fleet Manager, put it in writing (politely) that there may be some scam letters sent speculatively to them but it isn't a real PCN, it's a matter for the driver alone and a well-known scam.
Make it clear that you will not be paying it, and that they have zero liability.
Include the Fleet News link and the BVRLA link which you will find in the MacBudman thread (one of those linked in that thread answer). There is LOTS of detail there, lots of useful links to inform a Fleet manager about this scam.
Assume they know nothing about it and can't tell the difference between a real PCN and a fake one. Start out with that assumption and put everything in writing. Unless you have a clued up Fleet Manager you will have a lot of explaining to do.
Don't pay. But do write once to the PPC to hook them in your direction instead, so you can show your Managers that you have taken responsibility for it - and hopefully you will get all the rest of the letters to your home address instead, where you can safely ignore them.PRIVATE 'PCN'?
