Kids IDs for flying?

My apologies if this has been asked before...

We were hoping to go away for a few days this summer, however my partners' kids do not have any passports. Heard somewhere that for children under 16 or 18, they don't need passports - a birth certificate or similar would suffice. Is this true or a load of codswallop?!? Children are 11, 14 and 16 and flights would be within the UK.

Any help would be appreciated.

    Depends on airline policy.

    BA let me fly last year without a passport within the UK (Id forgotten it)
    A quick google shows that FlyBe dont need photo ID either for kids.

    I think generally budget airlines won't, but other carriers probably will be OK. Best to phone your specific airline though.
