i think its some kind of mould?

when we moved into this house we inherited this god awful old raised pond that had been filled in and plants put in. most of them i've since removed as they were half dead but a couple of little bushes i've left at the back of it as they looked okay and i'm happy to say with cutting back and tending to them they have thrived, and the whole are now looks half decent as i've replanted with plants etc and then covered the soil with bark chipppings.
yesterday i went out and one of the bushes ( don't know what it is its just a small bush with green waxy oval leaves on it not very big about a foot in height and width ) had what looked like cat sick around the bottom of it (sorry to be a bit gross!!) so i scooped it up and flushed around it with water this morning the plant is the same and i'm now thinking it could be a kind of mould maybe on the plant or a creepy crawly laying eggs or something, there was more on the plant today and it was wrapped around the base of the plant ( thick twigs ) so thinking its not come from a cat now with it being wrapped round branch.

i've no idea what it could possibly be and was hoping anyone on here can offer a possible explanation? i know what i've posted is a bit vague but tried to offer best description i can lol. thanks for reading x
