    It's not a a credit agreement, in the sense that they are not advancing you any money.

    They're simply accepting payment of the licence, in a series of payments.

    If a cheque for a VEL (aka Tax Disc) is dishonoured, there is no debt or arrears. All that happens is the licence is cancelled, and the vehicle becomes unlicensed.

    I would imagine the same applies to a TV Licence, ie. if a payment (or payments) aren't made, the licence becomes invalid, once the period covered by the existing payments ends, and the property becomes unlicensed.
