Setting Up International Postage Options

Okay I have been asked to send an item by a potential buyer to the Ukraine, I would like to permanently be able to have a postage option for the Ukraine in TurboLister but I am struggling to understand how to do this, I will explain below the steps I have taken and any constructive advice on where I am going wrong will be appreciated.
Under the 'International postage' option I have 'Exclude countries you don't ship to' ticked, I also have the 'From the excluded locations just for this listing' marked.
In the grey radio button 'Edit' options I have marked to exclude everything but the UK and under Europe I have excluded everything but the Ukraine.
I have selected 'Royal Mail Airmail (Small Packets)' under 'International Services'
Under 'To' I have selected 'Custom locations' but when I try to select 'Europe' on it's own it also automatically selects the 'European Union', 'Ireland', 'France' and 'Germany', if I try to deselect any of these it automatically deselects the option for 'Europe', I do not want to make this item at the moment available to anywhere but the Ukraine and the UK, now as far as I knew the Ukraine is not part of the EU and I do not want to sell to any EU countries so what am I doing wrong?

If you are happy to sell to the Ukraine, then release Europe too - it's just the same; in fact, easier as the Ukraine will require a customs form and EU countries do not.
All you need is to Block Bidders in Countries I Do Not Ship to and then insert a postage price for the region you want to ship to, ie Europe.
