Rubbing/grinding noise under braking/turning after tyre change

My OH had the two front tyres changed on her Peugeot 206 this afternoon and has now noticed that there is a rubbing/grinding noise whilst turning right and braking.

I took it out and there is a definite noise from the right wheel. My first thought was that it was catching the metal mount that holds the mud guard as this is not flush to the wheel arch at the bottom. The noise only appears to happen at a certain steering angle as well (about halfway to full lock). However, I have flattened this out of the way and it still occurs.

Second thought was to jack the car up and try the wheels. On turning the right front it doesn't turn wheel and feels pretty rough so now I'm thinking wheel bearing.

Any other thoughts?
