Help with claim

I have been using ebay for a while now and started to send a few bits out of the UK nothing major but just a few bits laying around the house and not in use any more.
But this time i sent something to Portugal, after 5 weeks or so i get an email from the buyer saying it hasn't arrived. I sent it International signed for so looked on the tracking info and it said
"A delivery was attempted for your item with reference RJ993515487GB in PORTUGAL before 19:10 on 04/06/12.
If redelivery or collection is unsuccessful, the item will be returned to the UK"
I have asked the chap to ask the postal service his end and no luck.
So i am about to open a claim with RM and looking for advice,
So i have the form thinking i have filled in correctly, the receipt with tracking no, what else do i need
on the form it asks what's it worth and asking for original receipt and the form asks for item sale page and paypal statement, but as i have had the camera for years and having no receipt is this a problem?
so if i send all four of them off to RM, am i looking to get a full refund?
Its £14 for the camera and £11.17 postage also.
what are my chances of getting this back?
last thing should i refund the buyer now or wait to see what happens?

Not sure about the claim, but your buyer should be refunded ASAP as whatever happens, they should not be left out of pocket.
I think you should be successful in getting your money back though."Well, it's election year, Bill, we'd rather people didn't exercise common sense..." - Jed Bartlet, The West Wing, season 4
