Brown specks on shirts

I've noticed some freckly looking brown specks on my shirts, especially the blue ones. I don't think it's owt to do with the washing machine; I think these marks come from something deposited by a small insect. I've noticed this in other years at about this time. does anyone know what this can possibly be and more importantly, is it possible to remove these marks?
I've discounted the washing machine due to finding similar marks on a pair of white cotton curtains that have never been washed.

Ok well so far have tried spraying them with Shout, followed by an overnight soak in soda crystals. The marks are still present!0
