letter to senior manager complaining about unfair treatment? Help

Hello Friends
i need your help me in writing a polite letter to my manager/CEO,

i want to complaint as one position was created and given to one person without advertising and following company policy.

merit was ignored and this is effecting my performance and performance of my other collegues.

    Does your company have a grievance procedure? I would suggest looking at that to be your first step.

    yes it does but this issue is above the HR as i have spoken to our one of our senior manager already he agrees with me but they are not willing to follow the rules, actually he suggested me to write to the CEO because only she can intervene and get this issue sorted

    I would advise caution about following the advice of your senior manager ....why fire arrows he is not prepared to fire?

    Follow the correct procedure - you could of course copy in the CEO, but be shown to be following company procedure - you cannot complain about parts of the company not following it if you yourself then do not.
