recieved parking fine in a car park that was free a month ago

hi i have using the same car park for years as its free to park there after 6pm , i parked there last week & was given a PCN, for not showing a valid ticket i have been through the first appeal procedure and failed , i was just wandering if my appeal has any merit or am i wasting my time.

The grounds of my apeall are that i have been using the car park for years knowing it was free after 6pm i didnt realise that the new charges were in play. they council have said that i shouldnt have just assumed it was still free & the onus was on me to check every time i park just incase things change.

    Are you sure this is the council ?
    Where does it ask you to send the money ?

    its def the council, quess i was just hoping that someone with nice way them about would handle my apeal instead of the totally unreasonable woman i had to deal with , but i quess thats wishfull thinking

    sign hear pay machine dose state £1 evening charge , but i didnt go near the machineas i have never had to pay there before.

    Councils always reject appeals, even when they are clearly in the wrong. What's in it for them to let anyone off? The independent adjudicators are getting fed up with an increasing workload of cases that should never have got as far as them.

    If the signs about the new charges were clear enough, you wouldn't have missed them. But, again, what's in it for the council to make them clear?

    I'd suggest posting about this on Pepipoo, where there are people who are expert in picking holes in council tickets. They always seem to make at least one mistake.
    The acquisition of wealth is no longer the driving force in my life. :)

    Council operatives aren't paid to care or exercise common sense. They are there to collect tax. which is what the car park fee and penalty are. There is no incentive as you say for them to "warn you" of any changes.

    As you can tell I too have been hit recently, in an area where parking had been allowed for many years. The appeal process is futile if they have a sign of any size up.
