Ebay one time payment??

I have been registered with ebay for a year now. In that time I have bought many many things but only sold 3 things. However I am getting billed every month for seller fee's. I read the one time payment but I am still unsure what this means. I did sign up to sell aswell as buy but just havent got round to selling much and signed for direct debit for when I did. I hope this is making sense
Is it right I get charged even when I don't sell anything?

Have you checked your eBay invoice. What does it say they are charging you for?
