How do I challenge service charge?

    they say that there is no money in the service charge pot to rectify these problems as the other leaseholders are in arrears!!

    That is not your concern. There is a contractual obligation for them to perform the upkeep and maintain the areas for which you are paying

    Have a look at that lease advice site.

    I am not sure if you can lawfullly withhold your service charge fee as it may be a breach of contract on your part - get some advice on that.

    However, you can always sue or threaten to, or maybe see if the state of the car park is such that it becomes a Statutory Nuisance, in which case the council can serve an abatement order on them
