How do I challenge service charge?

That is not your concern. There is a contractual obligation for them to perform the upkeep and maintain the areas for which you are paying
Have a look at that lease advice site.
I am not sure if you can lawfullly withhold your service charge fee as it may be a breach of contract on your part - get some advice on that.
However, you can always sue or threaten to, or maybe see if the state of the car park is such that it becomes a Statutory Nuisance, in which case the council can serve an abatement order on them0
