Optical Vouchers

I have no idea what I am doing at present.
I have a HC3 form which says I pay £26.70 towards an optical voucher... How do I get one and what can it be used for?
I have a prescription from my last test.
I know online retailers do not accept NHS entitlements as such but shops would, but what would a voucher be used for and is it worth it as I would only a get about £10 any way...
It is very confusing, and I need some glasses!
