Repaint Masonry window sill

I need some advice so I can tackle all my exterior masonry window sills at once and do a good job of repainting them.
You can see the state of them below. One sill is flaking much worse.

I would really like to get a smooth look and feel. Has anyone ever done this before?
I am assuming that if I even had a scraper to scrape the flaking pieces off there would be dips from the old paint to the masonry.
Any advice much welcomed.
