He could've understood if they thought his arm wasn't right and offered him nothing but offer it, get him to quit his job and then retract it is awful. He's in bits. What a terrible position to be in.
My only concern is that if they only verbally offered him the job, he will not have anything in writing, which is likely to weaken his case. Really hope you get it sorted.
It sounds like it was a conditonal offer to start with (depending on the OH assessment) but that was cleared, so should not have been withdrawn on the say so of someone elses opinion.
Found this, which may help, says even a verbal offer is binding, but how you would prove it, thats another matter

Been to two Sainsbobs - one had no mags & no beer, other had mags but no beer! So I have have vouchers - but no beer!

Found 14 magazines at end of a till sat in car and cut them all out went back in and they don't stock it, asked at CS and they have it 40 miles away, will try there tomorrow, but likely be all gone, as I'm going to next sale x0

and enterprise... an easy one you could try... just have porridge for breakfast (equal parts oats/milk), with fruit on top and it will be 200ish calories, and should keep you going until lunch.
