Parking ticket.. Can I claim back charge?

Hi All, I have an odd query that I hope someone can help with..

I was fined 2 years ago by the local council for overstaying in a local car park. However I didn't know about the ticket until two weeks later when I had a 'reminder' through the post complete with photos of my car with the ticket tucked under the wiper (ticket wasn't on my car when I had got back to it).

I wrote to the council and argued that there was no time or date on the photos therefore they couldn't prove the time on their ticket. My appeal was disallowed and I paid the fine as I felt there was no other option but to do that.

Now however I understand that any photograph that is taken to use as evidence SHOULD have the date and time on it, so my question is can I try and get the fine repealed and request a refund?

    Manxred is on the ball with regards to local authority issued PCN's. Once they have been paid there is no going back in most circumstances. I think the only exception is if a LA have issued flawed tickets, such as in the London Borough of Barnet v Moses case, that a claim could then be made.
