All those false negs would mean he would get past my blocks as well.

Good grief! I note one unpaid seller makes the comment that this buyer uses more than one account and looking at the seller's 'feedback left for others', you can identify it.
You might want to block the other account to prevent them bidding on your item, using their other eBay ID.

I count an incredible 44 false positives out of 61 in 8/9 months!
I really don't understand what benefit anyone would obtain from routinely bidding, winning and walking away.

I had a similar experience with this buyer:

After opening and closing my NPB case, I noticed they still had their account and people were still leaving false positives so I contacted ebay through live chat today about it and now they're showing as 'not a registered user'. This person has multiple IDs as well though, judging by the feedback. So you may want to go through it and add them to your blocked list.0 -
