New house insurance "scam"?

My partner's mother was burgled recently.
The insurance claim seemed to be going OK but they are now saying they will payout £2000 *if* she takes it in Ernest Jones vouchers or £500 less if you want the money.
I think this is outrageous. Surely if they've agreed the settlement they can't manipulate it to encourage one to buy their tat?
They've also offered to come round to show some of the jewellery (and presumably give you the hard sell).
Has anyone else been in this situation and manged to get the full payment?
