Do Civil Enforcement ever act on behalf of councils?

I got a 'Parking Enforcement Notice' through the post today from Civil Enforcement (http://www.ce-service.co.uk/) for parking in a car park at the Gorbals Coop in Glasgow.
After reading a lot of advice on these boards I was all ready to ignore it and then I noticed that they use the term PCN number in their corrrespondence. Looking at the acronymns / abbreviations post PCN seems to be more associated with council tickets.
This is where the doubt started to creep in as the car park is also right next to the public library so I am unsure if it is a private or council-run car park.
Pretty sure I should still ignore it but wanted to triple check that Civil Enforcement are entirely private and don't act on behalf of councils.

Does it mention any traffic legislation on the top of the ticket?
If not, its a private ticket and can be ignored. The fact that 'Parking Enforcement Notice' isn't a recognised term (forget the term 'PCN') leads me to believe that this is deffo a private ticket.Je Suis Cecil.0 -
Check the address where you are ment to send the money to and if it is not a local authority address then that is a giveaway. Check to see what PCN is an abbreviation of. Local authorities define it as a Penalty Charge Notice. What is their version?"You should know not to believe everything in media & polls by now !"

No there is no mention of GCC on there at all - in fact very little branding. It looks like the notice that has been uploaded in the other thread.
I am guessing if they had the weight of the council behind them they'd want to make that explicit.
No traffic legislation stuff either. And yeah - they don't give a definition of PCN. I guess it could stand for prety much anything
Okay - will file it in the 'ignore' section of my paperwork then.

According to Patrick Troy on Watchdog a year or so ago, it's just a coincidence that the ticket envelopes used by PPCs just happen to have the same black and yellow chequered borders as those used by councils. Funny that!What part of "A whop bop-a-lu a whop bam boo" don't you understand?0
