Windows Vista problem

Hi all,
Hopefully someone can advise me as to what's gone wrong with my desktop. Switched it off last night with all seemingly fine, booted up this morning and the navigation bar at the bottom has reverted to the Windows 95 version. Functionality seems to be normal, but the Google Chrome browser is also looking like an earlier version.
When I first logged in, an error message was shown (see below) which I've not seen before. However, I don't know what the System Event Log is or even where to find it.

I've run a virus scan with Malware Bytes which showed nothing, and also Spybot and deleted the results it came up with. I then restored the system to before the previous Windows update yesterday evening and restarted the computer, but the problem is still showing now.
Is this a symptom of a more serious underlying problem, or simply one of Windows' delightful quirks that I'm going to have to put up with?

PS. I also tried to run HijackThis, but the log is coming up blank at the end each time?

looks like you're using a non-Administrator account...it would restrict your ability to view system files. Check what user accounts you have available in control panel first...........Gettin' There, Wherever There is......
I have a dodgy "i" key, so ignore spelling errors due to "i" issues, ...I blame Apple0
