Ulsterbank - Complaint Handling Question...

Long story short.
I lodged a complain with the Ulster Bank (RBS/Natwest) as they opened up an account without my knowledge when I took a loan and Ive been getting charged since then without my knowledge or without statements being sent to my address.
Anyway - they took my complaint on board and offered to take £400 off the accumulated £1800 "debt"
I refused this as I said I wasnt made aware of this account being opened on the day of taking my loan (they also mis-sold me PPI which I have got back off them thankfully).
Anyway my question is, I lodged my complaint roughly 2/3 months ago now, and although they do keep sending me letters stating that they are still investigating it, I quite frankly, think this isnt good enough. It shouldnt take them long to deal with this issue. Should I go to the ombudsman and if so what is the best way to go about it?
Any help on this matter would be greatly appreciated.

If they haven't dealt with the complaint to your satisfaction within 8 weeks of you making it then you can go to the FOS. I'm not really sure what you mean by 'best way to go about it', just follow the instructions on the website.
