quick q regarding someone fitting a gas pipe to external of leasehold property???

hi guys basically I went down to my flat the other week and realised that one of the flats has had a nice fat gas pipe fitted to the outside of the building!
no one knew anything about this and it looks awful.
basically my flat is on the ground floor of a 4 storey building and the other 3 floors have their own entrance raised above ground level and all the gas meters have been fitted under the stairs to their entrance.
anyway there's a big sodding copper gas pipe comes out of the wall above my entrance, runs along the front of my flat and all along the side of my flat then up 2 storeys into the kitchen of the flat above.
apart from the gas pipe having no markings to say it's gas, also it being a fat 2-2.5inch copper pipe & with the big white clips as well, it looks awful!
no idea why they have done this and not used the existing gas pipe route, except for it being easier for the gas fitter.
so do they need building regs for this or anything else?
I'm disgusted as I live in a nice big Victorian detached place and this is smack bang on the front of the building

Does the landlord know about it? Possibly clause in the lease re repairs to pipework etc. Usually the landlord is responsible for the externals but leases vary.0

If you are a leaseholder read your lease. If it's a breach of the lease contact your freeholder.
The piping would have been put in by a suitably qualified person so it is unlikely to need building regulations. However if permission wasn't gained from the freeholder then that may cause problems.I'm not cynical I'm realistic
