JISA problems/best provider?

Hi there, I have done a bit of research into this and cannot find a provider that suits my needs. Also with all platforms subject to changing charges this doesnt help either.
I'm looking for a provider that lets you access a decent amount of funds like the adult version. The stumbling block is the minimum lump sum of £500 which I think is quite high. Granparents etc....will give around £250 at Christmas/birthdays to add to her JISA, how can you tell them this is not enough?
Quick checks seem to suggest those that allow less then £500 have high charges compared to HL/Fidelity and poor fund choices etc.....so children with rich families are ok? Not fair considering it is meant to be a government run scheme with the right intensions for children they are not on a level playing field.
Any ideas on fund providers for CTF & JISAs that offer a decent selection of funds but with low ish fees?
