    They're not.
    OFT seems to think so!
    It is a double edged sword. If you move your animal in after the tenancy starts and you get caught, but win on the human rights angle, you may then find yourself with a S21 notice. Or you may get it even before you make any argument about unfair clauses or whatever. And the problem of finding a LL who will accept pets

    I also wouldn't offer to increase your deposit, but do offer to have the house professionally cleaned and flea treated at the end of the tenancy (pointing out that you will treat the dog for fleas etc on a regular basis but you are happy to have the house treated for the landlord's piece of mind). Say he is small and well-trained, and should he accidentally cause any damage you will pay for repairs. !
    Most experienced LLs would insist on the extra deposit to cover the possibility of the T failing to actually do any of those things once dog's presence had been agreed to.

    Stop! Think. Read the small print. Trust nothing and assume that it is your responsibility. That way it rarely goes wrong.
