Buyer Moved but Didn't Change Paypal Address

After a bit of advice please.
We sold an item via Ebay, posted to the the Paypal verifed address and had it returned today as "addressee unknown".
We emailed the buyer who said that ebay must have picked up the wrong address and could we post it to theie new address.
However, both the paypal and ebay address are the same, so presumably the buyer moved and didn't update their ebay/paypal accounts.
So, what do we do?
Firstly there is the question of the additional postage (can't fault RM, they tried to deliver it and returned it to us) - we don't see why we should pay this (if we do it will result in a total loss for us) as we posted it to the Paypal verifed address. We feel that the buyer should pay for the additional postal costs.
Secondly, we cannot post it to the new address as this isn't the one shown in Paypal and we won't be covered for seller protection (unless they change their address in Paypal).
Is this a fair way of handling this?

Yes,mutual cancel the eBay transaction, then send an invoice for the full amount including stamp cost from your PayPal using the request money tab. Get the buyer to pay using their correct address, Simples.0
