Virgin card offer not available

I received a letter through the post last week from Virgin stating my credit card account was now eligible for a new 0% transfer promotion until July next year. The card has a 0 balance as I paid it all off and have not used it since.
When I called virgin to arrange a transfer into my Halifax account in order to try and clear my overdraft I was told I needed to put on hold. The person on the phone returned to say that unfortunately I was in fact not eligible for the promotion do to my account having been reviewed after the letter had been printed.
I had hoped to use the 0% offer to pay off my overdraft in order to avoid the £1 a day charge the bank imposes. I have only just been paid and I am already £450 overdrawn

The guy at Virgin was very helpful/apologetic and said to ring another number on Monday and speak to the people who make the decision on the accounts.
Has anyone else encounted this? I'm a bit miffed

I don't know to be honest. The account is still active and I still have a limit of £2300 but I couldn't tell you when I last used it. I paid of the balance in full about 3 or 4 months ago. Iv forgotten the password for the Virgin money site to check and to recover it you need the card number which I cut up after paying it off!0
